Apply for Laissez-Passer (Temporary Travel Document)
A Liberian Laissez-Passer is issued only for emergency travel to Liberian citizens who have lost their passport or cannot obtain a regular passport in time.
Eligibility
To obtain a Liberian Laissez-Passer, an applicant must prove Liberian citizenship, provide supporting documents, complete an interview, and pay the required fee.
Required Documents
Below are the official requirements from the Embassy of Liberia in Japan and Liberia’s Ministry of Foreign Affairs.
Proof of Liberian Citizenship
You must present one or more of the following:
- Photocopy of the missing Liberian passport (preferred)
- Original Liberian Naturalization Certificate (if applicable)
- Certified Liberian Birth Certificate (for natural-born citizens)
- Certified Certificate of Citizenship/Naturalization issued by a Liberian court (for naturalized citizens)
- Oath of Allegiance Certificate (for individuals with one Liberian parent who naturalize between ages 18–23)
If you cannot provide the above documents, you must submit:
- A notarized letter addressed to the Consular Section explaining how the passport was lost;
- A letter from the Ministry of Foreign Affairs Passport Division confirming that a passport was issued to you previously; and
- Two persons who can vouch for your Liberian citizenship and character (names, addresses, relationship).
Photographs
- Two (2) passport-size photos (2×2 inches)
- Full color, identical
- Taken within the last 6 months
- Plain white background
- Full face, front view
- No hats or headgear unless for daily religious use

- Interview with the Consular Section
Fees
Japan (Embassy of the Republic of Liberia):
- ¥8,000 JPY
- Payment only by bank transfer
- No cash or personal checks accepted
- All fees are non-refundable
Validity
A Liberian Laissez-Passer is valid for up to 30 days from the date of issuance.
